Quite a few parts inside the Beltway really aren't bad. I've had lots of experience driving in those areas.

Re organ pipes

The pipes we see are usually just for decoration. The working pipes are of ugly lead or wood and hidden behind the pretty ones.

And, yeah, inside the beltway sucks.
